In his debut Labour Party conference speech as Prime Minister, Andy Burnham announced a major initiative to transform the UK, centered on a reform of the state pension triple lock. Starting in 2030, the government intends to end the automatic link between pension increases and average earnings to generate significant savings.

These funds are earmarked for a new national care service in England. Under the proposed model, the state pension will continue to rise annually by either inflation or 2.5%, but the earnings-based component will be removed. Beyond care, Burnham detailed broader goals, including increasing public oversight of energy, water, and housing sectors, alongside potential changes to the UK’s electoral system. His plans would see the state pension increase every year at least by inflation or 2.5% – but remove the automatic annual link with average earnings.
